- It wouldn't be any use for residences. At least in New Jersey, USA, the
- phone company has no obligation to provide any quality beyond what is
- necessary to talk on the phone. Knowing that they're giving you a bad
- connection is irrelevant unless it's so bad you can't talk on the line.
